2009 has been a very mixed year for Wales & West, a year in which we have experienced both sadness and success.  We will never forget that we lost three of our young people in tragic accidents; but it is in the nature of the extended family that is the Air Cadet Organisation that in the aftermath of these tragedies our young people and our adult staff showed outstanding strength of character.

Turning to our successes, another young officer from the Region won the Ganderton Sword - that's now the third year running, so our Commissioning Boards must be getting something right!  Merseyside Wing retained the Gillan Trophy for sport for the seventh year running, and we were successful in winning both the Lees Trophy and the Dacre Sword.  I am also delighted to have heard recently that CWO Gethin Davies, our Dacre Sword winner, has been accepted for pilot training in the RAF.

I hope we can build on our successes in 2010.  Both our Regional Activity Centres - Cosford and St Athan - should be functioning early next year, and we have a number of cadets currently on the Aerospace Instructors' Course - what has been described as the thinking cadet's JLC!  We have made great strides forward with the introduction of Project BADER; currently over 88% of our sqns are compliant.  We held a very successful "all Wings" camp at Aldergrove in the Autumn, which we plan to repeat in 2010.

Finally, on a personal note, just before Christmas I shall have been in this post longer than any post I have ever held previously - and I have no plans to move on just yet! My thanks to you all for what you have achieved this year, and my best wishes to you all for Christmas and the New Year, a time to spend with loved ones and to think - particularly this year -  of absent friends.  To you all - A Merry Christmas and a Happy New Year - Nadolig Llawen a Blwyddyn Newydd Dda!

Region Commandant's Welcome Message, Group Captain R J Allen, FRAeS, RAFR

In keeping with the proud tradition of Wales & West Region, the recently appointed Regional Commandant Group Captain Dick Allen has spent his first three month’s attending many events throughout the Region.

Group Captain Dick Allen, on leaving school, entered the Royal Air Force (RAF) and commissioned as a pilot. During his time in the RAF, Group Captain Allen has led a varied career mostly associated with rotary wing. His life with helicopters has seen him serve with Nos 78 and 72 squadrons flying many very different aircraft, including the Huey, Jet Ranger, Gazelle and the Wessex.

His career has taken him into many roles and many countries, including the command of the Training Squadron at RAF Shawbury, a brief spell in the Falklands, later returning to RAF Shawbury to command the Central Flying School Helicopter Standards Squadron.

In 1992, he was promoted to Wing Commander, again spending time as a helicopter specialist in the Force Doctrine Office at Whitehall.

He became Group Captain Dick Allen in 1999 returning once more to RAF Shawbury, but this time as Station Commander earning himself the honour of being appointed as an Aide-de-Camp to Her Majesty the Queen.

Taking early retirement in 2004 to fill a Civil Service post, he was again re-commissioned into the RAF Reserve to take up the appointment of Regional Commandant for Wales & West within the Air Cadet Organisation.

Losing none of his enthusiasm for a busy life, Group Captain Allen has thrown himself into his new appointment. He has been privileged this early in his new career to witness Staffordshire Wing receive the top two accolades in the Air Training Corps: Sir Alan Lees Trophy (for the best squadron in the country) and the Sir Roger Austin Sword (for the most improved ATC Wing within the Duke of Edinburgh’s Award scheme).
